Cyrus has been fighting Helene's enemies in order of strength, but in reverse order of when they established themselves in Thantopolis. Osiris has been harboring a grudge against Helene for a while, but he only made his move on the city a few years ago. While it's not established in the text, Caesar was dragged into the city sometime in the 2000's. And the Age of Aquarius took over the building that would become the Overflowing Commune at least 40 years ago. I thought that would be a fun bit of trivia :)
