Cyrus is recapping Osiris's explanation of how Helene got control of the Offsprings' "unaffiliated" ghosts... which Cyrus believes because it lines up with Ozwella's story from Chapter 11. Helene really got to where she is today because she happened to know the right people. That's kinda depressing.
